My bad - turns out it's a species I've seen before, but always at the beach! This plant seems to like to live in the hardest places - rock, little soil, difficult conditions.

Spreading Phlox
I love how the Latin name for this plant (Phlox diffusa) is pretty much the same as the common name. These aren't big flowers (in the 10mm range) but they seem to completely cover the plant itself.
